To your point, if someone knew everything about right and wrong, they wouldn’t need more instruction.
When people have the knowledge of good and evil, it means, at least initially, “the basics.”
We start to know right from wrong.
We need further instruction.
It’s also worth noting the idea of a seared conscience. If you keep doing bad intentionally your conscience can get seared and your sense of right and wrong diluted.
1 Timothy 4:2
speaking lies in hypocrisy, having their own conscience seared with a hot iron,
